Ignore attack and strength for now, get def to 70 and prayer to 52 then work on maxing out range and getting 94 magic for venge. I'd try and get 55 slayer while you're getting 70 defence so you can train range with broads... You can always get more def later, or save up for for soulsplit if you want to go higher combat. It doesnt really matter that you have '40 mill' to spend as there's loads of different ways to train, some fast and expensive and some slower but could make you a profit...
