Hello i use phpbb as my forum provider and in the forums i have announcements that i want to stay at the top always. How do i make the announcments at the top like here on these forums?

When you create a new topic, if you have the correct permissions, there'll be some options at the bottom of the new topic thing where you can choose to make it an announcement or a sticky. If you don't have the correct permissions (eg. regular users cannot make stickies and announcements here) then go to the admin control panel and edit the permissions so you can.
