Resize GIF

Was wondering if anyone here could resize this gif so that it fits TIF requirements. If it isn't obvious, I want the dimensions to just be scaled down, no cropping or anything.

 

And, if possible, could someone compress it or whatever so that it meets the 150KB file size requirement.

This one meets Tip.It's dimension and file size (150KB) requirements. I had to take out more than half the frames, reduce the quality, and reduce the size of the image to get it under 150KB.

This one ONLY meets Tip.It's dimension requirements so it may not be used in your signature. It's still like 2000KB.

You cannot have an image that large (445px by 250px) without serious blows to both the quality and frames. This is the best I could do (4 frames, 40 colours, 147KB):

Could someone maybe make this image fit the size requirement and perhaps re-size it so that it fits the dimension requirements, too? This one might actually work since there aren't a lot of frames besides Finn and Jakes blinks.
