Just wondering if there is a way to get to them now days and also if you still have access to the altar.

Talk to Hartwin in the guard quarters of Varrock Castle.

 

You get taken to an instanced area used for that quest (eg not real wildy) that includes the surface area (graveyard, altar etc) and access to the dungeon.
