For the first vines you need woodcutting level 10, and for the second you need 27.

I tried to get screenshots today.

The vines don't say what level is required.

That's unfortunate. Thank you for taking the time to try and verify this, though :)

 

If we can't actually verify this in game, I suppose we could try and put some faith in the new official Wiki. Unfortunately, they only state that the level requirements for woodcutting are between 10 and 34 for the different vines, without going into specifics. (see here)

 

Edit: locked 'cause it is not verifiable :(
