if i was to do the fastest way to 99 Fletching how much would that cost, and how long would it take from 69 Fletching?

I believe broad arrows are the fastest fletching XP in the game currently. They need to be unlocked using Slayer points and are 100% loss.

 

Using the Fletching calculator on the main Tip.It site, you would need about 820k broad arrows to be made.

 

Broad arrow head GE Database price: 102GP Ea

Headless arrow GE Database price: 29GP Ea

Cost per arrow: 131GP Ea

 

It would cost you roughly 107M for 69-99 fletching this way.
