To start this quest i had to go to Burthorpe and speak with major nigal corothers to get suggestion and he teleported me to the start guy. other wise he would not talk about the quest.

As far as I am aware, Major Corothers like most NPCs in the Burthorpe/Taverley area only give recommendations to do quests, and is not actually required to do the quests themselves. Maybe the reason Lokar would not start the quest for you was because you didn't have all the requirements when you first spoke to him. Did you level up any time during the period between speaking to the quest starter and the Major?
