How rare is it to get a Zamorak Page (1,2,3 or 4) for a Clue Reward? And what level of clue does it need to be?

There is no answer to your question about rarity. As with the clue scroll drops themselves, the reward you get from completing a treasure trail is completely random. That means that you can have all the same level 2 clues as your friend, and he ends up with trimmed addy, and you get runes, trout, and addy pickaxe, and some gp.

 

 

 

 

 

 

 

That's random. So we can't tell you how often you'll get a torn page. That would be like trying to predict exactly when a slot machine will pay out the big jackpot.
