I started playing again and I received a star with some bonus woodcutting xp, but the xp doesn't count up. Can someone please explain this to me?

Bonus Xp is stored with your skills as is used as you train, you get 1 bonus xp for every normal xp gained until your bonus xp runs out. You can see bonus xp in the tool tip showing xp when hovering over a skill.

 

However F2P cannot use bonus xp, only accumulate it to be used when/if they get members.
