He's part of the Desert Treasure quest, and appears to attack you when you have the Smoke Diamond on you or in your bank. This can happen at any time, even after you've finished the quest, if you have the Smoke Diamond in your inventory or in your bank.

Remember, the SEARCH button is your friend. Use it!
