yes there is a point to it. the higher your attack lvl is the more consistently you hit. so someone with 50 str and 50 attack would get max hits more often than someone with 50 str and 40 attack would

Note: if someone was to have 40 attack and 60 str, yes they would not hit so hard, but they when they do hit, the impact would be far great and the damage would be alot more as to some with 50 attack 50 str

Comparing 50A/50S with 40A/60S (and for a laugh, 30A/70S)

The 50/50 is the lowest total XP, so may be slightly lower in hitpoints (or could go to maybe 51/51 for equal combat level).

Compared to higher strength, the 50/50 will hit slightly more often, but with a lower maximum. Strength potions will be less effective.

The 40/60 is the standard strength pure, and would make good use of a strength potion. Above this level, it's probably worth tracking attack 1:1 or 1:2 with strength.

A 30/70 would need a lot of XP in strength, but would still hit lower due to the lower weapon bonus of Adamant instead of Rune.

The main argument against raising attack beyond 40 in F2P, is that there are no further weapon bonuses, however, there are no bonuses at any level of strength, as the strength bonus is also derived from the wielded weapon.

The main point is that strength levels always have the potential to increase damage, while increased attack only helps if you are missing rather too much - Rune weapon against rune armour is one case where balanced attack and strength will probably do better.
