When I need vials, I go there and buy all the cure that I can hold and then empty the vials as I walk to the Catherby bank. I did all of the quests that give major herblore experience and then made strength, restore, and tons (400) of energy potions to get myself to level 45. I tried herb collecting and farming for a while but eventually gave up and just bought a ton of harralanders on world 2 to get the job done.
