It should be level 60-65 (Credit to salamander) to make it, you would need a a gold bar and a hammer, maybe you could get 1-2 leaves per bar. Thank you. R.I.P. The difference that you are suggesting is ridiculous. Compare one gold leaf for ~100k, to getting 2 per gold bar, easily mineable and smithable. Jagex wants this skill to be a money drain, so why would they make all the resources easy to make?
