where would be the best place to train these skills

If your magic level is around 20, I'd say blue wizards for combat (remember not to wear metal armor), and the chaos temple in the wildy for prayer. Mining and smithing could be done with iron in Rimmington and Falador. Woodcutting choice would be willows, of course. For fishing, I'd choose fly fishing in Barbarian Village.
