Blue Circles Surrounding Cursor When Clicked.

I saw this in some ones pk vid, everytime he click blue circles came around the cursor and it looked really cool.

i have a program called "Easy Video Capture"

 

 

 

it does yellow ones i think? or maby it was blue... i dont remember.. but it does some color.
