Ok so barrows has been takeing alot of my time lately and to perserve valuble time i want to build a house with an alter and a teleport room...

Also about how many logs do i need to get to lvl 47 the FASTEST WAY possible...

Yes, to build the portal you must be able to cast the spell.

 

And I'm not sure what skill you want to get to lvl 47, but if it's construction I'd go with oaks because it's easy to cut and cheap. It'll take around 800 oak planks.
