Where do i get halberds because ive searched it on this website and like no-ones selling them so im thinking they might be nontradable. And how much would maybe rune/dragon ones be?

They are tradeable, there is just a decline in interest in them atm.

 

I believe there is a Halberd Shop accessable after competing Regicide.

 

Players normally sell Rune Hallys for 100-150k and Drag Halberds at 300k. You'll need to complete Regicide in order to equip the Drag Halberd.
