In taverly there is a shop that sells eyes of newt, vials and pestal & mortar. Also the reune shop in port sarim sells eyes of newt.

Chocolate bars, which can be crushed into chocolate dust, are sold at the Grand tree shops and the Culinarmancer's Chest in Lumbridge. Aside from them and newt eyes, you have to gather most of the others or buy from other players.

The store west of the bank in shilo villiage stocks up to fifty water-filled vials and ten vials. You might have to world hop to find them in enough quantity to make the trip worth it though.
