1, you must do the family crest quest to get these, untradeable as far as i know, and they reduce the chances of burning stuff

 

 

 

2, 3, black, white and blue

 

 

 

3, in the wildy of course, the sellers are all over that place, just be careful ok?

Lvl 54 wildy if your feeling adventeurous, but they're scattered everywhere, its probably best to check the KB.
