Just like the staff, there are two parts to teh skull.

 

 

 

- One half is dropped randomly by Ankou (fleshy skelly) on the bottom level.

 

 

 

- One half is dropped by the Minotaur on the first level.

plus jagex only lets you have one complete staff at a time for some reason :?
