July 14, 200619 yr hobgoblins on the peninsula near the crafting guild are definitely the best way to get them. Incidentally, if you are using the limps to make strength pots for your tarromins dont bother. Complete the shades of mortton quest and use ash with your tarr's. These give the same xp. Save your limps to make super strength pots when you can get the level. As mentioned above, farming them is pretty good too.
