August 2, 200619 yr yes, there is a crossbow stall. it is in keldagrim, in the main temple/marketin place. it sell all crossbow arms, though i do not think rune ones are normally stocked, also it sells all stocks, and if you talk to the guy he will sell you a bolt pouch.
