1. Keldagrim is underground, the fastest way to get there is by taking the minecarts in the dwarven mine, but you can only do this is you've done the "forgettable tale of a drunken dwarf" quest. If you've never been there, there's a cave to the northeast of relleka (NOT the slayer cave), talk to the boatman in there.

 

 

 

2. To Make diamond bolts: Mine 1 addy ore (and 6 coal) for every 10 bolts you want, then smelt and smith the addy into bolt shafts (lvl 73 smithing). Then add feathers to the bolts, 1 feather per bolt. Next get enough diamonds (I believe they are 12 tip per stone), and use a chisel on them to make bolt tips. Use the bolt tips with with addy bolts to make diamond bolts. Then you can enchant them if you want, it takes lvl 57 magic, and 2 law, 1 cosmic, and 10 earth runes per 10 bolts.
