But, well since you asked anyway: It's basically telling someone about a certain person, and recommending/promoting them. Which is basically saying:

 

 

 

"Wow, I'll tell my clan leader your really good, maybe he'll let you in our clan"

Can't really think of a RS meaning for this, but I usually hear the word when used for job referals.

It's possible he's talking about the advertising on the game site.
