for the part im confused on

Smelting is making bars from ores.

ok so what item is the smithing xp based on?

Whenever you smith an iron bar you get an amount of xp, if you smith something which requires 5 bars you will get 5 times the xp. The only exception I have seen is cannonballs where you get less xp per bar than other steel items.

 

 

 

So to answer your question, the xp is given per bar smithed. It doesn't matter what you smith (5 daggers or 1 platemail) you will still get the same xp.
