Can this only be transformed into a 'Crystal saw'

 

 

 

Or taken to the Elven City and be transformed into a C Bow or Sheild?

You take it to the crystal bowl in the cave at the quest start and turn it into a crystal saw.

Only a crystal saw. The two seeds are different.

 

 

 

One is a "Dead Crystal seed" (bow/shield one) (might be just crystal seed)

 

Other is a "Small Crystal seed" (saw one)
