You can pickpocket them from Master farmers if you have level 38 Thieving or higher.

The best ways I would say are either:

2. Killing moss giants / dagannoths with ring of wealth.

No. RoW doenst affect what seeds you thieve.

No. Because seeds are not considered a rare item and appear under bones, it actually decreases the rate you will get seeds; because other rarer items will have an increased drop rate.

 

 

 

Anyway, master farmers are good, so are dagannoths, moss giants and trolls are ok too.

Seeds have always appeared on top of bones for me. Maybe your thinking of herbs?

It's not like any of those drop enough to affect the drop rate anyway. even with the ring of wealth. If you've got it, wear it.
