There's the black arm gang and the phonix gang, and you get to join whichever you like when you do the shield of arrav quest.

well theres gangs for dragon slayer quest called black arm or phooinex gang also some runescape clans have the word gang in there name go to clan recruitment forum to join a clan/gang or quest guide for other type of gang
