September 19, 200619 yr It's members only, it's mostly used by people that want non-saradomin prayer bonus, like me. It's members only because it's dropped by the necromancer. He is in Kandarin which is members only kingdom. The tower is NecroMancers' tower which is membrs only tower. It's dropped by monster necromancer which is members only monster. He summouns monsters which is members only summoning. He respawns slowly however which is members only respawn. He....... Ok this is enough. I hope you get my point, so that's why it's members only.

I got it dropped by shade before I even knew anything about Ardougne City (was member in other words)
