I got a clue where i need to have start the Watchtower quest, but how far do i have to make this to get it?

you just need to get the artifact, you might need some cash to pay the bridge man.

part 4 or 5? I don't get it... Just go through the quest until you get it and the ogres let you through.

I just wanted to know, so i dont have to get all the items if i dont need it anyways.
