Well, i think you can hit 20 with Fire Wave, or 19. You can hit upto 25 with Iban's Staff. And Sara/Guthix/Zammy is upto 30, dont know the ancient magick though.

I believe you can hit upto 30 with the Zamorak/Guthix/Saradomin spells.
