I was just wondering where / how to get these :)

From the Temple of Ikov quest, but I don't think you need to start to get.

 

All you need is an ax and a light source.

 

Goto the temple NE of ardougne, it is next to the sorceror tower and S of the Ranging Guild. Go down the ladder and go west to some stairs going down into the dark where you will need a light source. Go down and into new room. At the back is a alcove with the boots. You will need an ax to cut through vines to get boots.

go towards mages in seers (the ones next to legends guild) to the east/west (depending on how your looking at the mini-map) of the mage trees you will see a "!" bring a lit candle and a knife, go into the cave go as far east as posible untill you can go down some stairs, go down. Then use your knife with the web in there to slash it (you will need lit candle or lantern to see down there) and grab the boots, they respawn like every minute or so, so grab alot of them so you have some extra's.
