how do i get / make an oily fishing rod to be able to fish lava eel?

its part of the heros guild quest, you can look it up in that quest guide, you need to do heros to be able to fish them i believe.

Yes, I've recently done heroes and you get it from using the herblore skill.

 

Herralander + Water filled vial = Harralander Potion + Blamish Oil + Fishing Rod = Oil Rod.

Blamish oil is available from the fishing store's npc in Port Sarim. Not sure if any of the other fishing stores offer it.
