I even went to mage arena....

u need to wear blue dhide vamps, rune legs and iron plate if i'm not mistaken.

The proper Place for this clue is the Chaos alter in lvl20 wildy just north of Varrock. If it doesn't work there, you are dressed improperly or you aren't shrugging.
