For the Dragon longs and battle axes do i need to complete their quests to wield them or just to buy them from a shop?

you could buy it but you can't wield it because you haven't finsih lost city or hero's the really weapon you could use it dragon axe and dr2h

If you've finished Hereos quest, Lost city, Monkey madness and regicide then you can weild all the D weapons

i cant beat lost city its so hard.
