I'm trying to set my recovery questions, and whenever I click "Submit Questions and Answers," I get a message that says:

So..I've been repeatedly clicking that "Go back and try again" button, and then clicking the Submit button. Nothing's happening yet...and that message is getting on my nerves.

 

 

 

 

 

 

 

Is this just some technical problem? And will I simply have to wait it out - or is it something else?

i guess just wait for maybe an hour and try again

Try again tomorrow. Maybe Jagex is updating it or a bug occurred.
