im currently 48 range and p2p, and i heard someone say a cannon would be a good way to train? is it effective or should i just stick with bow n arrows?

It would be a lot faster than bow-and-arrows training but a lot more expensive as well. If you have the funds, go for it.

Cannons are a good way to train if you set it up in a crowded place like Dagganoths. But cannonballs are 110 ea so it's also a bit expensive. Depends on yourself.

Yer, not cheap, but you can manage well over 100k exp per hour if you train on dagannoths.
