Well, if you mean Adobe Photoshop you haved to buy that. (there is a list of programs on top). And there is a program called Jasc Paintshop Pro which you can get a free trial of for 60 days, not sure where anymore just try there website (google it of course).

is there a shading program on printshop pro

Shading is not just from those programs. Mostly, people use paint and just pick the different colours, and shade it from there. Its like painting, not just doing one colour and then letting the computer do the rest for you...if you just let the computer shade it, its a pointless use of work. This is what I did without using any fanshy panshy programs, just MS paint:

And if your stuck here, stuck without any shading, I suggest you go make free sigs on runehq...lol. Tip it is far too good for non-shaders.
