Ok... so I saw this guy that had a sig that said "rune crafter for life" and there were these bags on the sig... do those bags hold rune ess to craft or what? If so where can i get them?

Yes, those are called pouches that hold rune ess, normal or pure. Each different size pouch holds different amounts of ess and thus each requiring certain rc levels. You can get the first lowest pouch by doing the Abyss quest with the zammy mage. Check out Tip.it's runecrafting guide and scroll down to the abyss section to learn more.
