It can take loads of chaos, I suggest you this:

 

 

 

 

 

 

 

Get as many chaos you can and sell them for normal money (gp [gold coins]) then buy the shield from someone, or try to beat the mini game with the 702, and get the tokens from there, you can also kill the "villagers" with prayer and get money or an obby shield from Tzhaar-Ket (Level 149, HP 140)

 

 

 

 

 

 

 

The obby shield is a rare drop from these guys

 

 

 

 

 

 

 

You can also get obby cape from them
