I know you can buy swamp PASTE at port khazard, but is there anywhere to buy TAR? Thanks in advance =)

No. The only way(s) to get tar is to collect or buy from other players.

If your in need of a lot, go to lumby swamps and kill the cave slime, they drop quite a bit, and it doesn't take long to get 1k.
