I believe Jagex said something somewhere where if a game is causing you lag, first right-click it, and under Quality (if available), click Low. If that doesn't help, then uncheck Play (again, if available). This would also take away sound, if any, from the ad. If it continues to give you problems, then follow the actions stated above and make sure to clarify that the ad in question causes lag issues.
