March 6, 200719 yr If i get it rite, you want to make 1 Throne room upstairts and 1 Oubliette at ground level. Jagex says: Level 65 Construction gives the option to be mean! With level 65, you can construct the oubliette. This can be constructed under the throne room, or just in the dungeon area. Answering the question: No. You can only built Oubliette room underground. It doesn't need a Throne room to built it (although it's alot coller if you do). I am 100% sure of that. I hope i answered your question.
