I've had 99 Summoning for awhile but never got a dragon pet because I quite frankly just forgot about them.

 

I've been trying to get a green one to match my farming cape but at the time of writing this I've killed roughly 1.4k green dragons and most of the people I know say they got their eggs within 100-300 kills.

Am I just having bad luck or is there some prerequisite besides 99 Summoning to get an egg?

No, it's all luck, so you could get it on the first kill, or the 150000000000th kill. Just remember to bank the bones and hides to get the most out of the dragon egg hunt.

Finally on here to update that I have officially quit! It's been fun.

Now can I have more than one egg at once? My plan is the fill up my house with dragons.

You can have as many eggs as you like.... i have like 11 blue ones from slayer.
