Chest, Dwarven Mine Chest - Southwest of the ladder in the cul-de-sac in the Dwarven Mine.

i looked in the mine there are two chests one by the ladder that goes to ice mountain, and one in the dragon slayer room. Ive tried the one i can get to but nothing happens

If I remember correct, there are 1 or 2 chests in the room south of the general store in the mine.

nope, look at the map I posted the link to, find the general shop (which is near the keldagrim cart and pickaxe seller Nurmof), and go south from there.
