About the 3m if you are f2p, spend in skills and keep yourself ranged, mage and melee armor, if you are p2p, don't buy whip yet, try to get 75 str and 70 def, after that buy whip, obby shield, granite pl8, rune legs, zerker helm, ring of wealth, amulet of glory, try to do RFP (Recipe For Disaster) To buy good gloves, buy rune boots/dragon boots. Rest of money can go to skills, or you can spend less money on armor and more on skills, depends on what you want

Hard leather is worth more because it's the only one you can use to make hard leather body, of course this is better experience, but more money spent

Unfortunately, no, you can't stack the stat boosters (Example: Evil Stew+Wild pie, hunter pot, super set...etc)
