For melee, just do some slayer. You get exp in another skill, and you can make quite a bit of money. For range, slayer is still doable, but brutal greens give a heck of a lot of money and decent exp (only problem is you have to bank so often). For mage...well, there is no good way to make money off combat magic. Metal dragons are decently fast, but you would have to get very lucky to make money. Bursting rock lobs is also decent, if you value charms. Barrows is slow, but its profitable, at least.

1 and 2. Effects should only take place in multi combat. However, if you find yourself in a multi area, both of these familiars are amazing. Please note, I have not tried to use either of these, but I think its a pretty safe bet, when you extend the rules that are applied to other familiars like these. 3. Again, I have not tried this, but I imagine it would work like any other scroll. The enemy does not have to be in combat with you or your familiar, just in a multi combat zone. 4. No, normal food eatten at the right time will not slow your next attack, unless you are using a very fast weapon. Fast weapons have their use, but if you are using melee, whips or godswords will be better than d daggers or claws (except for the spec with a whip). The lack of instant healing could be deadly, so its not worth the risk. 5. Titans are great for combat situations. They are like stackable, somewhat weaker sara brews, but without the down side, and they are quite strong if in multi. Talon beasts are great for combat, but not much else. Barker toads can be good, and cheaper (and easier to get), but I would not suggest them over the talon beast.

I would say HP, but of the others, get them at once by killing a chicken. But that is why I say HP first, because balanced stats tend to work out better. If you really want a faster 99 that will be the most help, defense is a huge help. It is certainly worth raising. After that, attack is next. More accurate attacks trump higher max hit. Strength would be last in my line, since the higher hits are ok, but they are not as good as better accuracy or less damage in most situations. Strength is quite overrated, and because of that, its also a terribly common 99, as well, making attack or defense a bit better in most cases AND a bit more impressive to see.

For PKing, barrows is better than either. Its higher defenses can mean a lot more than 1 more max hit in a close fight, and since you will likely respully yourself often, the prayer bonus doesn't mean as much either. If you are dead set on bandos or dragon, however, the b legs are nothing great, compared to the bandos tassets, but the d plate will be better than bandos. The legs, its a clear cut case, but the plate, allow me to explain. The d plate has a small advantage in stab and slash defense. Weapons that use stab and slash include d dagger, d claws, all godswords (they are wose off changing to crush than fighting though the slash), and whip. You are unlikely to see many weapons using crush attacks (better than stab or slash), but the d mace or veracs flail is a possibility. As defense tends to be slightly more important than offense, dragon would be slightly better. Still, barrows is cheaper than either and more effective than both.

It really depends on what you call the best way. WC - A lot has changed since I was around this level, but I know willows were generally considered the best. I personally did yews for a while after 75, which made me a decent profit and lots of fletching exp, but it was, of course, much slower. If you want speed, willows would be better. I do not know how teaks or mahoganys treat you at this level, but it may be worth testing. Fish - If you can't stand fly fishing, monks are pretty good, but tuna/swordies with a SC harpoon is pretty darn good, if you enjoy SC. Fishing has few options, but either of these would be decent, depending on how much you like SC (and FoG for the swordfish gloves). 72-80 Hunter - Red chins are good for money, but all my tests have put red salamaders as faster. Penguins may be faster still, at your level (they aren't as smart as the little lizards, but, unfortunately, I can not test at your level). Imps are not a fast option, but doing some along the way could prove useful in the future and provide you with some of the needed exp. Red chins would be best for cash, but penguins or red salamanders (you would need to test both, I suppose, to find the better of those two) are faster exp. Sorry I can't give more infomation, but I will not say something is better than someone else unless I have personally tested it, and many newer alternatives, I have not or cannot test for your needs.

Certainly keep going. Even in just one more level, the fruit bat is an amazing familiar, with the ability to make a lot of money. Then at 70, the locust can be deadly in a PvP combat situation. At 74, the granite lobster is actually very nice. At 77, the talong beast is greatly underestimated in its usefulness. At 79, you get what is possibly the best familiar if you plan on going into heavy combat situations, with the power and healing of the titans. At 80, the hydra can give a huge boost to WC if you cut for money. At 83, you again unlock two more great combat familiars, both of which are, again, generally underestimated. This happens again with the swamp titan at 85. At 89, you get a familiar that I have heard is amazingly strong...though I have not tried him myself, yet. At 93, the abby titan may not look good now, but keep an eye on ess prices, because if they go up too much... At 96, a 30 item BOB that can bank things for you! At 99, the king of titans. There is certainly a lot for you to open, and at regular intervals at that, after 68.

Don't worry too much about strength bonuses. These don't mean all that much, and generally the defense bonuses mean more. What you get, then, really depends on how much you want to spend. The PK armors are too expensive, since they degrade to nothing in an hour. Torag is a decent investment, as you will likely save more in the damage you avoid than you will spend fixing the top and legs. If you would rather have something that does not degrade, at all, dragon is the next step down. Bandos has a strength bonus, sure, and a better crush defense, but you will find slash and stab defense more useful, and the strength bonus really doesn't matter as much as the extra defenses in most cases. If you are aiming even lower, rune plates still have quite solid defenses. As for legs below Torag, the d skirt works well, but, again, you will likely find yourself saving more in food by using Torag than you spend on fixing it up. Also get some prosalyte (forgive my uber bad spelling) by doing the Temple Knight series. The prayer bonus is used for many beasts. It's defenses aren't great, but who wants to take hits, even with the best defenses, from some of the stronger creatures? It would not be your normal armor, but its worth mentioning as armor to aim for!
