I support his idea... However I do not think this update is necessary. Why? Magic in f2p seems to work fine even when people have a negative magic bonus. You always see pures with blue mage robe top and hat on with green d hide chaps and vambraces on, with usually a fire staff in their hands. I see them successfully bind, and hit with spells all the time.
