I'd say void is better because it directly causes higher hits. Try and get rangeing boots too.

I don't care that much about costs. I'm 94 mage, so I can use almost all spells. I'm going p2p again and want to train my mage up really fast. I know iceing the monkey skeletons under ape is a fast way, but is there a faster way? I heard once you can spam cast Dream, can you still? Any other spells you can spam cast? Thanks

Actually I use the Suqahs on Luar Isle to get level 3's. It's multi combat, so I just set up a cannon and range the suckers. Their magic attacks are really weak and the rarely cast them, if you've got black d-hide you should have no problem. Even though it is multi, they suqahs are spread out, so no problems about them overwhelming you, just keep your eyes out for all the kills you get.
