No, the Bible says that saved people who die go to heaven, and unsaved people go to hell (second to last chapter in Revelation, I think, among many other passages). I'm not sure about Psalm 37 but I think you're taking it out of context. Definitely taken out of context. Earth will not exists for eternity. If it doesn't, that makes eternal life on earth impossible. The Bible does not say that good people go to Heaven, only 144,00 people go to heaven. Is the number 144,000 merely symbolic? The answer is indicated by the fact that, after mention of the definite number 144,000, Revelation 7:9 refers to " a great crowd, which no man was able to number." If the number 144,000 were not literal it would lack meaning as contrast to the "great crowd". Viewing the number as literal agrees with Jesus' statement at Matthew 22:14 regarding the Kingdom of the Heavens: "There are many invited, but few are chosen" The Bible also does not say that you go to Hell when you die. The word hell is can be translated to the place of death. The Bible says that dead people feel no pain. Eccl. 9:5,10: "The living are conscious that they will die; but as for the dead, the are conscious of nothing at all . . . All that your hand finds to do, do with your very power, for there is no work nor devising nor knowledge nor wisdom in Sheol (Hell, Hades), the place to which you are going" If they are conscious of nothing, they obviously feel no pain and that would render hell useless. Also the Bible says that the punishment for sin is death. Rom. 6:23 "The wages sin pays is Death"
